I. Governing Body
A. Andy Barry will be the acting commissioner.
B. During the season, the commissioner will be responsible to efficiently run the day-to-day operations of the league and will be required to interpret the appropriate course of action based on the terms outlined in the league constitution and by Yahoo Fantasy.
C. The commissioner does not have autonomous rule over the league and may be removed from office with 9 votes from the other 13 teams in the league.
II. League Members
A. There will be 14 teams for each season, no more, no less. Each team may have up to two owners running it.
B. For all league disputes or anything requiring a vote, each team has one vote.
C. All interested members from the previous season have the right to retain their franchise as long as they have not been banned by the league.
D. Banning will be instituted by the league members based on a majority vote and must be upheld for a minimum of one season.
E. Banning will be issued as a result of franchise negligence, failure to pay league fees in a timely manner and/or for reasons currently beyond comprehension but for which, at said time, the league deems banning appropriate through majority vote.
F. Replacing a vacated team will be done as quickly as possible by the commissioner but other teams may offer suggestions for replacement owners.
G. Expansion
1. Expansion can only happen with a majority vote by the 14 teams in the league.
2. There will only be an expansion of one or two teams in a single off-season.
3. Expansion Draft
i. One Team – During the month of January off-season trading will be put on hold until after the expansion draft. Every team must choose five players that are protected from the expansion team. The new team will choose five players from the unprotected players currently on rosters. Only one player max can be selected from any single team. After the draft is complete off-season trading between all team can resume including the expansion team.
ii. Two Teams – During the month of January off-season trading will be put on hold until after the expansion draft. Every team must choose four players that are protected from the expansion team. There will be a coin flip to determine which team selects first with the team choosing first getting the first pick in the standard draft. Only one player max can be selected from any single team. After the draft is complete off-season trading between all team can resume including the expansion team.
III. League Setup
A. League Fees
1. Will equal the decided upon entry fee for the league. [For the 2022 season the league fee will be $50.]
2. Will be due within two weeks after opening day of regular season play. [For the 2022 season the league fees are due by Thursday, April 21 at 11:59 PM PDT.]
3. Failure to pay league fees in a timely manner will result in a roster lock first then league banning and quick replacement of team ownership.
4. If league dues cannot be paid in time, discuss with the commissioner to work out an agreement to avoid punishment.
B. Rosters
1. Each team has 21 roster spots which include C, 1B, 2B, 3B, SS, Util, 3xOF, 2xSP, 2xRP, 3xP, and 5 Bench Spots.
2. There are two DL slots for this league and if a player is placed on the DL and he returns, the owner can keep them in that slot but all other transactions will not be permitted.
C. Player Universe
1. This is a mixed league that includes both National League and American League players.
2. New players will be available when they are called up to the majors or if Yahoo has them already available. The newly available players will be placed on waivers to be bid on via the FAAB process.
D. Scoring
1. This league uses 5x5 rotisserie scoring.
2. The five hitting categories include R, HR, RBI, SB, and OBP.
3. The five pitching categories include W, SV+HLD, K, ERA, and WHIP.
E. Starting Limits
1. Hitters have a limit of 162 games played per position.
2. Pitchers have a limit of 1250 innings pitched total.
IV. Draft
A. Snake Draft Process
1. Date – Will be determined in the off-season to best fit for every member of the draft. The draft is conducted online via Yahoo’s draft software and everyone is responsible to conduct their draft or have someone do it for them otherwise Yahoo will auto draft the team. If there are any computer issues or extenuating circumstances, the commissioner with handle the situation on a case by case basis. [For the 2022 season the draft will be held on Friday, April 1st at 6:00 PM PDT.]
2. Order – Draft order for the spots that did not finish in the money position will be determined by a weighted lottery where the number of chances each team gets at the top draft spot will be based on the number of total rotisserie points each has at the end of the season rounded up to the nearest integer. The lottery will be held around the World Series and after the lottery is completed off-season trading can begin. The last spots will be in reverse order of finish of the teams finishing in the money spots of the standings.
3. Time – There will be a limit of 90 seconds to choose a player otherwise the pick will be auto drafted.
B. Keepers
1. Each year the number of keepers a team can designate changes in a repeated pattern for three years of nine, nine, and five. This is to refresh the league and rosters every three years.
2. There is no limit on how long any player can be kept and no penalty for it keeping anyone.
3. Keepers must be officially announced no later than 14 days before the draft date. [For the 2022 season keepers will be due Friday, March 25 at 6:00 PM PDT.]
V. Waivers
A. FAAB stands for Free Agent Acquisition Budget. Every waiver claim addition is granted via a blind bidding system that is processed automatically by Yahoo.
B. Deadline – FAAB bids will be processed when a player clears waiver according to their Yahoo status.
C. Budget – The total FAAB each team will have for the entire season to bid on free agents is 100 dollars and this will reset for each season.
D. Priority – There is a continual rolling list as a tiebreak with the last place team the previous year having the top priority to begin the season.
E. Trades – FAAB may be included in trades but a team may only have a maximum of 100 FAAB dollars.
VI. Trades
A. Trades will be allowed from the time after the weighted draft lottery is complete until two weeks after the Major League Baseball trade deadline. [For the 2022 season the deadline is Thursday, August 11 at 11:59 PM PDT.]
B. Each franchise owner has the right to protest any trade if they believe it to be against the integrity of the league. The protest must be made public by posting on the league page and explaining their reasoning. Then the trade will be discussed publicly via the league page and put to a vote. Every vote against the trade must explain the reasoning. If seven teams veto the trade within two days of the protest then it will be canceled by the commissioner but if there are not enough vetoes within the time frame then the trade will be allowed.
C. Off-season trades can be made at any time after the weighted draft lottery is completed and up until keeper announcements are due unless there is an expansion of the league.
D. Any players involved in a trade during the off-season must be designated as keepers with no exceptions.
E. Draft picks can be traded during the off-season but no team shall have more or less than the standard number of picks.
F. Draft picks can be traded only for draft picks but a player must be traded for at least one other player in the off-season. Players cannot be traded just for draft picks.
VII. Regular Season
A. The regular season will run from the official first game of the Major League Baseball season until the final game including any additional playoff play-in games.
B. Lineups changes will be locked individually at the beginning of each player’s game. All franchises are responsible to make sure their lineups are updated before the start of each game.
C. Players added from waivers or as a free agent will not be reflected on a team’s roster until the following day with the cutoff being at 11:59 PM PDT.
VIII. Payouts
Payouts from the pot will be made as follows:
1st Place – [2022 season: $450]
2nd Place – [2022 season: $200]
3rd Place – money back [2022 season: $50]
IX. Amendments
A. All amendments proposed by league members must receive majority approval from the league which is 8 votes are needed to pass a change.
B. All amendments proposed during the season will be reviewed and a vote will be had to decide when the change goes into effect be it right away or at season’s end. League members involved with the dispute may only vote if the change will go into effect at season’s end.
C. All amendments to the league constitution will be named according to the league member who caused or identified the problem.
